Fishery management plans approved by the Commission typically require Atlantic coastal states to implement complementary fishery regulations in order to rebuild migratory fish stocks. At times, individual states may request modification of these regulatory requirements due to local conditions and issues. The application and approval of these modifications, termed conservation equivalency, is not always implemented in a consistent manner. The Commission is developing standard policies and protocols that can be used in the application of conservation equivalency across all Commission-managed species. These policies will involve policy issues for setting complementary regulations, technical and scientific review of state-specific proposals, enforcement issues to monitor compliance, and public perception issues.
