INTRODUCTION
The Commission's RTO NOPR responds to the continuing need under Order Nos. 888 and 889 for non-discriminatory open-access transmission services in the evolving electricity marketplace. Specifically, the NOPR sets out a framework under which all transmission providers are encouraged to form regional organizations for transmission management on a timely basis
