COMMENTS OF THE ELECTRIC POWER SUPPLY ASSOCIATION

INTRODUCTION

On March 31, 1999, the Federal Energy Regulatory Commission (FERC or Commission) issued a Notice of Technical Conference on the role of the Capacity Benefit Margin (CBM) in computing available transmission capacity (ATC). The Commission's notice announced the opportunity to submit (1) requests to speak at the Technical Conference by April 19th and (2) written comments by May 7th. EPSA previously submitted its requests to speak at the Commission's Technical Conference and hereby files comments on the issues raised in the Commission's March 31st Notice.

The Electric Power Supply Association (EPSA) welcomes the opportunity to provide comments on CBM.
