On September 8, 1999, Southern Company Services, Inc. (Southern) filed a proposal to establish new tariffs for the provision of Generator Backup Service. Southern asked that the proposed tariff become immediately effective. In a Notice of Filing issued September 13, 1999, the Commission set September 28, 1999 as the deadline for timely interventions and protests.
