III. PECO's Motion

On October 27, 1999, PECO filed a motion at FERC seeking an order directing NERC and all transmission providers with open access tariffs on file to stop using E-tag submissions as a basis for denying transmission service. Most importantly, PECO has also asked FERC to suspend implementation of E-tagging until NERC's Policy 3--Interchange is filed with FERC as an amendment to the open access transmission tariffs.

In its Motion, PECO provides numerous details and real case examples supporting its view that NERC's tagging scheme is fundamentally defective. PECO's description of its experience with E-tagging raises serious concerns that NERC's E-tagging procedures threaten to undermine the development of competitive wholesale markets. EPSA shares PECO's concerns regarding the adverse commercial impact of NERC's E-tagging policy.
