COMPLAINT REQUESTING FAST TRACK PROCEDURES

In response to the recent recommendations by the PJM Market Monitoring Unit ("MMU") Manager ("MMU Manager") and actions by the MMU Manager and PJM Office of the Interconnection ("OI") that modified the rates, terms and conditions under which Market Sellers would be compensated for providing Operating Reserves into the PJM Interchange Energy Market ("PJM Market") without making any FERC filing or following the proper procedures set forth in the applicable filed rate schedules, Atlantic City Electric Company, Camden Cogen, L.P., Delmarva Power & Light Company, Edison Mission Marketing & Trading, Inc., Electric Power Supply Association, FPL Energy, Inc., New Energy Inc., Old Dominion Electric Cooperative, PECO Energy Company, PG&E Energy Trading-Power, L.P., PG&E Generating Company, Sithe Power Marketing, L.P., Strategic Energy L.L.C., Virginia Electric and Power Company, Williams Energy Marketing and Trading Company and WPS Energy Services, Inc. ("Complainants") hereby submit this Complaint against PJM Interconnection L.L.C. ("PJM"), pursuant to Sections 206 and 306 of the Federal Power Act, and Rule 206 of the Federal Energy Regulatory Commission's ("FERC" or "Commission") Rules of Practice and Procedure, 18 C.F.R. § 385.206. Complainants request Fast Track procedures for this Complaint regarding PJM's failure to comply with the filing requirements of the Federal Power Act ("FPA") and Commission Orders.
