WHEREFORE, for the foregoing reasons, the Commission should issue an Order finding that the procedure followed by PJM in its attempt to eliminate certain payments for Operating Reserves renders such action invalid and ineffective, and that the Commission should utilize Fast Track procedures to resolve this matter.
