MOTION OF EPSA FOR LEAVE TO INTERVENE, ECAR

On April 18, 2000, ECAR filed an "Inadvertent Settlement Tariff" which is intended to establish mandatory procedures governing the payment and compensation relating to Inadvertent Interchange. The Settlement is designed to remove economic incentives associated with negative Inadvertent Interchange in an equitable and non-discriminatory manner. In a Notice of Filing, issued April 28, 2000, the Commission set May 9, 2000 as the deadline for timely interventions and protests.
