III. CONCLUSION
WHEREFORE, the Commission should reject the NSTAR's complaint and the request to impose $1,000 price caps in NEPOOL's energy and ancillary services markets this summer.
EPSA respectfully requests leave to intervene in, and become a party to, this proceeding, and to be afforded all rights appropriate to that status.
