COMMENTS OF THE ELECTRIC POWER SUPPLY ASSOCIATION IN OPPOSITION TO THE MOTIONS FOR EMERGENCY AND INTERIM RELIEF

III. Conclusion

Granting the relief PG&E, Edison and TURN seek would seriously jeopardize the continued development of competitive markets in California. Decisions regarding the operation of the California markets should be based upon sound economic analysis of complete information. The Commission’s investigative proceeding and the procedures laid out in the October 19th Order accomplish that goal. The Commission should proceed on the path it has outlined and deny the relief PG&E, Edison and TURN now seek.
