F. Interconnection
Order No. 2000 requires that RTOs have the authority to review and approve requests for new generation interconnection. Moreover, the November 1, 2000 Staff Report on bulk power markets in the Midwest recommends that the Commission require the submission of tariff provisions containing interconnection procedures. Report at 2-49. The Commission should direct SPP RTO to comply with this requirement.
