Southern’s proposal to collect the RTO costs through an access charge that will not be assessed against Southern’s native load is discriminatory and should be rejected
As noted, Southern has indicated that it will not be placing its native load (including its wholesale customers) under the Gridco tariff. Southern has further indicated that the Gridco’s transmission access charge will be paid by other wholesale customers that take service under the tariff. As a result the access charge is being collected in a discriminatory manner. Under a properly structured RTO, all users of the transmission system, including Southern’s retail and wholesale customers should benefit from participation in an RTO, given the transmission efficiencies and access to competitive power suppliers. The Commission should clarify that all users of the transmission system should bear their pro rata share of the RTO administrative costs.
