Interregional Coordination and Seams Issues (Function 8)
In light of the limited geographic scope of the proposed RTO, the Commission should order that a plan be filed prior to the operational date that addresses seams and interregional coordination issues. The goal should be to create a seamless market throughout the Southeast, irrespective of the number of specific RTOs. Moreover, for the reasons discussed above, EPSA believes that seams issues can best be overcome by establishing an entity, separate from the for-profit transco, responsible for cross-RTO market policy.
