Market Monitoring (Function 6)
Consistent with the need for interregional coordination, EPSA supports regional, cross-RTO monitoring to be performed by the Commission. To this end, EPSA supports Southern’s suggested use of an accounting firm for its market monitoring function. This approach should insure that the market monitor simply gathers information and makes recommendations. In the end, it is the Commission’s responsibility to change the market rules affecting the wholesale market or to enforce the rules already in place. The Commission should exercise that authority by looking at markets on an interregional, rather than an RTO by RTO basis, using the information gathered from the individual market monitors.
