As stated above, an RTO must be the sole provider of transmission service and the administrator of its open access tariff, and it is solely responsible for the evaluation and approval of requests for transmission service, including requests for new interconnections. Non-discriminatory and uniform access cannot be fully achieved if customers are forced to “deal with several transmission owners.”
