III. COMMENTS
Rather than complying with the deadline contained in the ANOPR, the ESC has proposed a timeline that postpones the filing of final OASIS Phase II S&CP and E-Scheduling business practices to the end of 2001. The anticipated implementation date, assuming all regulatory hurdles are met, and depending on the time needed to resolve “non-consensus” issues, will not be until fall, 2002. The ESC’s proposed approach entails a survey of existing business practices for scheduling. Information gathered from this survey will be used to find “commonalties” for further development into standards for the OASIS Phase II S&CP. This approach raises two fundamental concerns we urge the Commission to address.
