III. CONCLUSION
For these reasons, EPSA respectfully recommends that the Commission reject NYISO’s TEP and bid cap extension requests, as well as the proposed circuit breaker. Such mechanisms are counterproductive in establishing competitive and efficient wholesale electric markets, and should not be encouraged. However, if the Commission indeed pursues the circuit breaker proposal referenced in Docket No. ER01-181, the NYISO should be required to make the proper §205 or §206 filing to ensure that the full consequences of the proposal can be explored and understood.
