V. CONCLUSION
EPSA respectfully recommends that the Commission not implement West-wide price mitigation. Such mechanisms are counterproductive in establishing competitive and efficient wholesale electric markets, and should not be encouraged, especially in light of the inherent differences in the California and WSCC markets. Yet, if mitigation measures are imposed on the entire WSCC region, the Commission should require the methodology to determine just and reasonable rates, as well as load and resources for contingency reserve calculations for all control areas, be transparent and consistent, and open to public comment.
