III. CONCLUSION
WHEREFORE, EPSA respectfully requests leave to intervene in, and become a party to, this proceeding, and to be afforded all rights appropriate to that status. EPSA also urges the Commission to reject the request by CAISO to allow DWR access to the CAISO control room and to nonpublic information, just as it would deny any other wholesale purchaser access.
