RE: Docket No. PL01-5—Technical Conference on RTO Interregional Coordination Under Order No. 2000 (Function 8)
REEM FAHEY-EDISON MISSION ENERGY
Reem Fahey, EME Director of Market Policy, would address interregional coordination issues affecting the Alliance RTO and the Midwest ISO, including the three critical issues of energy imbalance, congestion management and security coordination. On these three issues, the Alliance the Midwest ISO seem to have begun to diverge, potentially jeopardizing the FERC-approved settlement objective of creating a seamless market in the Midwest. EME believes that failure to achieve this objective would not only create an inefficient and balkanized market in the Midwest region, but would also create a seam within the Midwest ISO due to the physical segmentation by Alliance of the Midwest ISO into eastern and western areas. Ms. Fahey intends to address these issues by providing specific examples and citing incidents to substantiate EME's positions.
