RE: Docket No. PL01-5—Technical Conference on RTO Interregional Coordination Under Order No. 2000 (Function 8)

From the time that Order No. 2000 was issued in December 1999, through the RTO collaborative process in the spring of 2000 and continuing to the present, Dynegy has devoted considerable time and resources to highlighting the importance of and looking for solutions to “seams” issues. Last December, Dynegy joined with EPSA, ELCON, Enron Power Marketing, Inc. and Reliant Power Generation, Inc. to ask the Commission to hold this critically important technical conference. We are pleased that the Commission is holding this conference and want to offer the Commission our perspective on how to facilitate interregional coordination.

Mr. Hayden will do two things at the technical conference: (1) present concrete everyday examples of how seams impede power markets and (2) recommend a construct for solving them with the Commission’s involvement. Dynegy believes that solving these seams issues must be addressed on an interconnect-wide basis and that any process that the Commission and the industry designs must be integrated with ongoing RTO development.
