CONCLUSION
While EPSA fully appreciates the political pressures that have been placed on the Commission, the refund procedures put into place in the July 25th Order are fatally flawed and must be substantially revised to bring about an equitable and final conclusion to solve the problems facing California’s electricity markets. As outlined herein, the Commission should fundamentally revise its latest Order to provide maximum certainty and much needed stability to market participants.
