COMMENTS OF THE ELECTRIC POWER SUPPLY ASSOCIATION ON ADMINISTRATIVE LAW JUDGE MEDIATOR’S REPORT TO THE COMMISSION

Conclusion

EPSA strongly supports and applauds the Commission’s effort to establish one RTO in the Northeast as part of its effort to facilitate the development of large, regional transmission organizations that reflect natural markets in accordance with Order No. 2000. As the Commission itself has recognized, the certainty and speed with which RTOs are developed, and their market designs implemented, has significant consequences for much-needed capital investment in generation, transmission and other projects that will support robust, reliable competitive electricity markets. We look forward to working with the Commission and all interested parties to realize these goals.
