COMMENTS OF THE ELECTRIC POWER SUPPLY ASSOCIATION IN RESPONSE TO NOTICE INVITING COMMENTS ON ALLOCATION OF REGIONAL TRANSMISSION ORGANIZATION (RTO) CHARACTERISTICS AND FUNCTIONS BETWEEN SEPARATE ORGANIZATIONS WITHIN AN RTO REGION
INTRODUCTION
The Electric Power Supply Association (EPSA) appreciates the opportunity to comment on the issues pursuant to the Commission's Notice Inviting Comments (Notice) on allocation of regional transmission organization (RTO) characteristics and functions between separate organizations within an RTO region. The Commission’s Notice, issued on February 14, 2002, requested interested parties to comment on how certain activities relating to wholesale transmission and electricity markets should be apportioned among relevant entities within an RTO region that includes independent transmission companies (ITCs).
