The Electric Power Supply Association (EPSA) welcomes the opportunity to comment on the Commission’s Paper on “Options for Resolving Rate and Transition Issues in Standardized Transmission Service and Wholesale Electric Market Design” (Options Paper). EPSA submits these comments in response to the April 10th Notice of Options Paper, and the April 26th Notice Regarding Requests for Extension of Time. As we have said many times before, EPSA is committed to working with the Commission and all industry participants to develop sound principles for Standard Market Design (SMD). EPSA vigorously supports the establishment of a new transmission tariff to replace the existing Open Access Transmission Tariff (OATT) established under Order No. 888 and urges the Commission to act expeditiously to move the industry toward well-designed, standardized and robust competitive energy markets.
