COMMENTS OF THE ELECTRIC POWER SUPPLY ASSOCIATION ON THE OPTIONS PAPER FOR RESOLVING RATE AND TRANSITION ISSUES IN STANDARDIZED TRANSMISSION SERVICE AND WHOLESALE ELECTRIC MARKET DESIGN
CONCLUSION
The Options Paper asks important questions that the Commission must resolve if its efforts on Standard Market Design are going to be successful. In addressing each of these difficult and contentious issues, the Commission must stay focused on the critical end goal: a robust competitive electricity market that provides benefits for consumers. In each instance, the Commission must take positive steps to ensure fairness and equity for all transmission customers and create markets that allow clear and efficient price signals for generation and transmission. EPSA looks forward to participating in the rulemaking process and contributing to the Commission’s efforts to resolve outstanding issues and implement policies that ensure full and non-discriminatory access to the transmission system.
