Pursuant to the Commission’s January 16th Notice of Extension of Time in this docket, the Electric Power Supply Association (EPSA) hereby files comments in the above referenced proceeding. Given that many of the individual EPSA member companies will be filing detailed, section-by-section comments, EPSA wishes only to comment on a few over-arching issues.
