Pursuant to the Federal Energy Regulatory Commission’s (Commission or FERC) March 8th Instructions for Participating in the RTO Cost Benefit Report Teleconferences for Industry and the Public in the above-referenced docket, the Electric Power Supply Association (EPSA) hereby files comments in the above referenced proceeding. On February 26th, the Commission released a report prepared by ICF Consulting (ICF) titled Economic Assessment of RTO Policy (Study). FERC commissioned the Study to examine the potential economic costs and benefits of a move toward RTOs. It was developed closely with other researchers and state regulators, and sets forth estimates of a range of economic benefits.
