CONCLUSION
The Commission’s report on the economic benefits of its RTO policy reveals substantial advantages to continuing with the formation of RTOs, even when using a conservative set of assumptions. The Study shows economic benefits from policies that promote the full potential of competition, and should provide the Commission and all industry stakeholders with the confidence that the public interest will be served by vigorously moving forward with RTO development.
