PROTEST OF THE ELECTRIC POWER SUPPLY ASSOCIATION re: PJM INTERCONNECTION, L.L.C.
BACKGROUND
On May 15th, 2002, FERC issued an order (May 15th Order) accepting and modifying in part a compliance filing submitted by PJM on January 22, 2002 (PJM Compliance Filing). That Compliance Filing included revisions to the PJM Market Monitoring Plan (MMP). On June 14, 2002, EPSA requested rehearing and a stay of the May 15th Order (June 14th Motion) as the revisions to the MMP were not properly noticed and, hence, parties and stakeholders did not have the opportunity to comment on the changes.
On June 19th, PJM filed a Supplemental Compliance Filing (Supplemental Filing) to extend and incorporate the MMP changes made in the PJM Compliance Filing to the PJM West Transmission Owners Agreement as well.
