Pursuant to Rule 212 and 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (FERC or Commission), 18 C.F.R. § 385.212 and 214, the Electric Power Supply Association (EPSA) respectfully files a motion to intervene in the above-captioned proceeding. EPSA further requests an extension of time for the submittal of comments on the New England Standard Market Design (SMD) proposal filed at FERC on July 15, 2002. Notice of this filing was provided to parties on July 18, 2002 and included a comment due date of August 5, 2002. Specifically, EPSA asks the Commission to grant a two-week extension in that deadline, making comments on the New England SMD due on August 19, 2002.
