COMMENTS OUT OF TIME OF THE ELECTRIC POWER SUPPLY ASSOCIATION ON THE NEW ENGLAND STANDARD MARKET DESIGN PROPOSAL
INTRODUCTION
The Electric Power Supply Association (EPSA) hereby files comments out of time in the above-captioned proceeding in response to the New England Standard Market Design (NE SMD) proposal jointly filed by the New England Power Pool (NEPOOL) Participants’ Committee and ISO New England, Inc. (ISO-NE) at FERC on July 15, 2002. The filing of Market Rule 1 is the 1st stage of the process to implement the SMD for New England. Market Rule 1 is intended to replace all of the existing NEPOOL Market Rules currently on file with the Commission. EPSA intervened in this proceeding in a timely manner on July 31st, and now files comments out of time to support The Federal Energy Regulatory Commission’s (FERC or Commission) approval of the New England SMD proposal with certain overarching modifications.
