The Electric Power Supply Association (EPSA) appreciates the opportunity to comment on the Federal Energy Regulatory Commission’s (FERC or Commission) Regulation of Cash Management Practices Notice of Proposed Rulemaking (Cash Management NOPR) issued on August 1, 2002, proposing new requirements and limits on the amounts of funds that can be moved from a regulated subsidiary to a non-regulated parent under so-called “cash management” or “money pool” programs.
