The Electric Power Supply Association (EPSA) appreciates the opportunity to comment on the Federal Energy Regulatory Commission’s (FERC or Commission) Critical Energy Infrastructure Information (CEII) Notice of Proposed Rulemaking and Revised Statement of Policy (NOPR) issued on September 5, 2002. The CEII NOPR proposes to revise FERC’s regulations regarding public access to CEII by, among other things, restricting unfettered access to CEII while allowing those with a legitimate need for the information to obtain it in an efficient manner. EPSA supports the Commission’s effort to reconcile the need to safeguard our nation’s energy infrastructure with the fact that the Commission is the repository for information that many companies require to conduct legitimate and useful business, commercial and market activities.
