The Electric Power Supply Association (EPSA) appreciates the opportunity to comment on the northeast seams progress report presented at the FERC open meeting on January 15, 2003 and posted on the ISOs internet websites (Report). As stated in prior comments, EPSA believes that identifying and resolving seams issues is essential to the success of the Commission’s initiative to establish independent regional transmission organizations (RTOs) and well-functioning, competitive markets. For over three years EPSA, its member companies and other parties have vigorously participated in various efforts to address seams issues. The information contained in the Report reflects some positive developments, particularly the effort to resolve the capacity issue and advancements pertaining to the Open Scheduling System (OSS). Overall, the most significant improvements have occurred between PJM and the NYISO.
