COMMENTS OF THE ELECTRIC POWER SUPPLY ASSOCIATION re PROPOSED PRICING POLICY FOR EFFICIENT OPERATION AND EXPANSION OF THE TRANSMISSION GRID
CONCLUSION
EPSA appreciates Commission’s Transmission Policy Proposal initiative to induce transmission owners into RTOs and independent transmission organizations for the purpose of furthering the development of competitive wholesale markets. However, EPSA respectfully requests that the Commission advance this effort by considering incentives to promote the full range of initiatives needed to promote and develop efficient, functioning, standardized, comparable competitive wholesale markets that benefit consumers. The Commission should consider: (1) incentives for the implementation of key market design features within existing and new RTOs and ISOs; (2) the importance of regional planning incentives that allow the full range of demand side response, generation and transmission options to relieve grid constraints; (3) ensuring transmission expansion incentives based on funding completed projects, (4) alternative incentives for transmission expansion; and, (5) equal, non-discriminatory incentives for all types of transmission organizations that possess the requisite degrees of scope and independence.
