Pursuant to Section 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (FERC or Commission), 18 C.F.R. § 385.214, the Electric Power Supply Association (EPSA) respectfully files this motion for leave to intervene in the above-captioned proceeding. On March 20, 2003, as amended on March 27, 2003, the PJM Interconnection, L.L.C. (PJM), filed revised pages to The Amended and Restated Operating Agreement of the PJM Interconnection, L.L.C. and the PJM Open Access Transmission Tariff, and complete revised volumes of the PJM Tariff, Operating Agreement, Reliability Assurance Agreement Among Load Serving Entities in the PJM Control Area and PJM West Reliability Assurance Agreement.
