Comments of EPSA re: Amendments to Blanket Sales Certificates
Conclusion
For the reasons stated above, EPSA urges the Commission to modify its proposed rules and provide clarification as discussed here should it decide that the blanket certificates need amendment. This would ensure common behavior rules for power producers who participate in the power and gas markets. However, EPSA questions the need for rules that will not apply to the natural gas market as a whole. This would unfortunately distort the natural gas market that the Commission and Congress created and undermine the Commission’s efforts to restore market confidence.
