Pursuant to Sections 212 and 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (FERC or Commission), 18 C.F.R. § 385.212 and 385.214, the Electric Power Supply Association (EPSA) respectfully files this motion for leave to intervene in the above-captioned proceeding. On July 31, 2003, the New England Power Pool (NEPOOL) Participants Committee and ISO New England Inc. jointly submitted amendments to the NEPOOL Tariff and Restated NEPOOL Agreement to implement comprehensive provisions for transmission cost allocation for New England.
