I. “COMPETITIVE SUPPLIERS” REFERS JOINTLY TO THE ELECTRIC POWER SUPPLY ASSOCIATION (EPSA), INDEPENDENT ENERGY PRODUCERS OF CALIFORNIA (IEP), THE INDEPENDENT POWER PRODUCERS OF NEW YORK, INC. (IPPNY) AND THE WESTERN POWER TRADING FORUM (WPTF).

A. EPSA

EPSA is the national trade association representing competitive power suppliers, including independent power producers, merchant generators and power marketers. These suppliers, who account for more than a third of the nation’s installed generating capacity, provide reliable, competitively priced electricity from environmentally responsible facilities serving global power markets. EPSA seeks to bring the benefits of competition to all power customers. The comments contained in this filing represent the position of EPSA as an organization, but not necessarily the views of any particular member with respect to any issue.

B. IEP

IEP is a nonprofit trade association representing the interests of electric generators and certified independent power marketers in California. The majority of IEP’s membership consists of owners and operators of exempt wholesale generators and qualifying facility projects using cogeneration, solar-thermal, wind, biomass and geothermal technologies. IEP’s members collectively own and operate more than

C. IPPNY

IPPNY is a not-for-profit trade association representing the independent power industry in New York State. Its members include more than 100 companies involved in the development and operation of electric generating facilities and the marketing and sale of electric power in New York. Many of IPPNY's members are active participants in the NYISO-administered markets, and, individually or through affiliates, also participate in the the other markets that will be subject to the NOPR. Thus, IPPNY's members own generating facilities that would be affected by the implementation of the SMD.

D. WPTF

WPTF is a California non-profit, mutual benefit corporation. It is a broadly based membership organization dedicated to enhancing competition in Western Markets in order to reduce the cost of electricity to consumers throughout the region while maintaining the current high level of system reliability. The membership of WPTF includes energy service providers, scheduling coordinators, generators and power exchanges.
