Pursuant to Sections 212 and 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (FERC or Commission), 18 C.F.R. § 385.212 and 385.214, the Electric Power Supply Association (EPSA) and the Western Power Trading Forum (WPTF) respectfully file this joint motion for leave to intervene in the above-captioned proceeding. On September 30, 2003, the Western Interconnect, LLC (WI, LLC), filed an application with the Commission requesting a Declaratory Order on its certification as a Regional Transmission Organization (RTO), as well as a Section 204 request to authorize the debt issuance necessary for the expenditure of funds to continue the development of the RTO.
