Intervention and Request for Comment of EPSA re: Southwest Power Pool Inc.
Conclusion
For the reasons explained above, EPSA applauds SPP’s effort which, in conjunction with an effective stakeholder process, greatly improves on past SPP filings and holds the promise of well-developed competitive wholesale markets in the Southwest. While generally supporting the SPP request for recognition as an RTO, EPSA urges the Commission to give clear direction to SPP’s ongoing stakeholder process so that it can proceed to the next stage of operational and market design, primarily with respect to transitioning grandfathered agreements.
