Pursuant to Rules 211 and 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (FERC or Commission), 18 C.F.R. §§ 385.211 and 385.214, the Electric Power Supply Association (EPSA) hereby moves to intervene and comment in the above-captioned proceeding. On October 31, 2003, ISO New England Inc., Bangor Hydro-Electric Company, Central Maine Power Company, NSTAR Electric & Gas Corporation, New England Power Company, Northeast Utilities Service Company, The United Illuminating Company and Vermont Electric Power Company (collectively, Filing Parties or New England TOs) filed, pursuant to Section 205 of the Federal Power Act and in accordance with Order No. 2000, a request for approval of a regional transmission organization for New England (RTO-NE). Filing Parties further assert that, if the Commission determines that the filing fails to satisfy the scope and regional configuration requirements of Order No. 2000, then it should approve the proposal based upon the standards enunciated in the Commission’s White Paper on the Wholesale Market Platform issued April 28, 2003 (White Paper).
