Conclusion
WHEREFORE, based on the discussion above, EPSA requests that the Commission provide necessary guidance on aspects of the proposal as filed and defer final consideration of the proposal for 90 days to grant parties additional time to determine whether they can resolve differences based on such guidance and present a voluntary, mutually agreeable Order No. 2000 proposal for New England. EPSA urges the Commission to require that the ISO-NE establish an RTO market structure that improves upon the current ISO market, without compromising the independence of the system operator.
