Introduction
EPSA supports ISO New England Inc.’s (ISO-NE) effort to progress from an ISO to a viable, well-functioning RTO in accordance with the Commission’s RTO Orders and White Paper guidance. As proposed, the RTO filing is insufficient to comply with Order 2000 or the White Paper, and does not bring sufficient gains to justify the fundamental restructuring of the operations of the New England Power Pool. Due to important deficiencies in the proposal, all NEPOOL participant sectors, other than the Transmission Owner (TO) sector, opposed the filing. EPSA urges the Filing Parties to continue to work with NEPOOL and all stakeholders to forge an RTO proposal that is workable and acceptable to all New England market participants.
