Pursuant to Rules 212 and 214 of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (FERC or Commission), 18 C.F.R. §§ 385.212 and 385.214, the Electric Power Supply Association (EPSA) and the Western Power Trading Forum (WPTF) hereby move to intervene and comment in the above-captioned proceeding. On December 19, 2003, Southern California Edison Company (SCE), on behalf of Mountainview Power Company, LLC (MVL) (together, Applicants), filed a Power Purchase Agreement (PPA) between MVL and SCE. Applicants seek Commission approval of the PPA no later than February 23, 2004.
