Initial Post Hearing Brief of EPSA re: The New PJM Companies, American Electric Power Co. and Central and South West Co.
Introduction
The Electric Power Supply Association (“EPSA”) hereby submits its initial post hearing brief in accordance with the Presiding Judge’s December 2, 2003 Procedural Order and Rule 706 of the Commission’s Rules of Practice and Procedure, 18 C.F.R. § 385.706 (2004). The preliminary findings in the Commission’s November 25, 2003 Order are crucial to the development of robust competitive wholesale power markets in the Midwest and the Mid-Atlantic regions. The evidence compiled at hearing supports those findings and should be affirmed.
