Motion of EPSA for Leave to Intervene and Comment re: Devon Power LLC
Conclusion
WHEREFORE, EPSA respectfully requests that the Commission grant its motion for leave to intervene, as set forth above. EPSA appreciates and supports ISO-NE’s efforts to establish a locational ICAP market which includes an associated ICAP demand curve. However, there are elements of the March 1 proposal which do not conform to compromises reached by stakeholders. EPSA respectfully requests that the Commission require ISO-NE to modify its filing to address the issues raised herein.
