Conclusion

WHEREFORE, for the reasons set forth above, EPSA and WPTF respectfully request that the Commission clarify, or grant rehearing, to describe in greater detail requirements of the Edgar standard for utility affiliate power purchases and asset transfers, and apply those standards to this case, as well as pending and future cases.
