Conclusion

For the reasons explained above, EPSA applauds the MISO’s effort which, in conjunction with an effective stakeholder consensus process, has resulted in much progress toward the development of competitive energy markets in the Midwest. EPSA urges the Commission to approve the EMT and allow the MISO to implement markets by the December 1, 2004 target date, subject to the direction and clarification requested herein.
